I think this bill is a good idea. It's important to make sure emergency spending is offset.

I don't understand why this bill is necessary. It seems like just another way for the government to control our money. It's frustrating that they can't seem to manage their own budget without resorting to these measures. It's just another example of how disconnected they are from the average American.
